The Dornier Do 28 twin-engine design developed on the basis of Do 27 for the first time took off on April 29, 1959. The aircraft was equipped with Avco Lycoming 0-360-A1A engines with a power of 180 hp, which were located a short distance from the short endings with small constriction and wing elongation. In the course of working with the prototype, it was decided to increase the swing and wing area, and also to replace the engines with the more powerful Avco Laikomin 0-540 with a power of 250 hp. The aircraft was launched in production under the name Do 28A-1. A total of 60 such machines were built. The next production model was Do 28B-1 with Avko Laikomin IO-540 engines and with a number of improvements, such as additional fuel tanks on the wing tips, increased horizontal tail and flaps with electric drive. Model Do 28B-1 was launched in production in 1963; 60 cars were built, including several Do 28B-2 modification aircraft, which had engines with a turbocharger. The Do 28 was sold to a number of customers from Great Britain, Canada, Denmark, Japan, Spain, Sweden, the USA and other countries. In addition, the German Air Force showed interest in this model, as a result of which a modification of Do 28D Skyservant appeared.

Do 28A-1-S is a Do 28A-1 version of the float chassis manufactured by American company Jobmaster.
Do 28B-1-S - the designation of modification Do 28B-1 with a float chassis.
Do 28C - designation was intended for the proposed modification of Do 28B-1 with two turbo-screw engines Turbomeca Astazou II with a power of 395 kW (530 hp), hermetically sealed fuselage and newly designed cabin crew.
